Is tea getting brewed slower in cold water?

It's not tea if it's not brewed in boiling water. You have to oxygenate it to make tea, otherwise you make something else, at least with black teas I don't know about other ones

If you want it to I suppose. I make cold coffee brew and it takes a few hours to steep.
