Where did the idea come from that expired candy can't be sold (even at a reduced price)?

@MrBrownstone O.K. I just googled it quickly and in Canada we can sell food after a 'best before' date but not after a 'use by' date. Since most foods here are marked with best before instead of use by, I guess we have a loophole.
