If you don't have it how does one handle liability issues?

Liability issues is different than disaster issues. Disaster issues can be totally unaffordable in places. In some places you can get liability without certain types of disaster insurance.

I believe it's Allstate that refused to sell fire insurance in certain places in California. The LA fire areas was one of the area's.
