No . At 14-18 you’re a kid and too immature to make real rational decisions. A lot of decisions people at that age are done so on a whim. What tattoos they want at say 18, they would’ve not rather gotten at all by 25, 30 years old.

I certainly do not believe they should as kids often make bad decisions and a tattoo is permanent

I know near us there was a tattoo parlour and next door a place which specialised in removing the things!

Bad idea if your body is still growing, it'll distort the tattoo making a waste of money.
