I Wear Short Shorts

I know probably some others on here have experienced this. A lot of times when I go out in public wearing my short shorts, I notice some women taking pictures and sometimes videos of me. Most of them try to be sneaky about it and think I don't notice them and if I look at them, they quickly pull their phones down and try to act innocent. Then, there's a few that act like they don't care even when I look at them. I did have one girl come up to me and ask if she could take a picture with me. I didn't mind that so much because at least she asked. Most of them never ask. I think it's kind of rude. Up until now, I've never said anything to them. I just try to ignore them. I wonder if I should start saying something and what should I say?
