When would people stop being half-dressed?

Seems like they forgot to wear any garments apart from their undergarments unlike I, the most well-dressed, I never forget to wear my 12-inch silk top hat, waistcoat, frockcoat, breeches and a fininest pair of boots this means that I am the most refined man on Earth and will always be!
