Social conditioning, you repress or deny access to something long enough then it’s only natural to then desire/want to experiment with this forbidden thing for self expression. If that feels good enough it might transform in to a fetish but doesn’t have to. Depends on how the individual codes it. Or you keep repressing it.

*also just a note to all the creeps this doesn’t apply to anything that harms children who can’t consent. Sad that I feel that need to say that but I do. I don’t think men dressing in women’s clothes has to be sexual though, I think that’s an ignorant view.
