Does toning up your stomach change your dress size?

I'm not sure whether to buy new jeans because I'm toning up my stomach my legs won't be going smaller and i doubt my hips will be but my stomach will. Should I wait till my stomach is flat?

If your other pants don't fit anymore I'd buy a pair, and generally toning one area leads to some weight loss in the others too
