How to take measurements for clothing

I need to take measurements for a dress I need for a wedding, what is the correct way to take measurements as I'm seeing different things?

Do you take waist size around the belly button, or at the widest point? Either of those make sense to me but I have seen illustrations that put it higher - but if I was wearing a skirt or trousers that wouldn't be where I wore them?

For men and women it's different. 🤷‍♂️

To do it properly though for men.

Top to bottom messure:
Around the neck.

Around the shoulders

The length of the both arms from under the armpit to the wrist.

Around the chest under the armpits

Around the hips(not belly)

Around each leg, under the groin

On the inside of either legs from the groin to the ankles.

Legs and arms can be of different lengths. So both.

Been decades since I've been measured and forgot about around the legs.

That was for customized suits.

Not just off the rack. They usually start from the rack then customize.
