Good question. If I had to guess it's because of (1) horseback riding, and/or (2) leg protection for men who probably did most of the hunting and foraging in the brush, while women mostly remained in the village/community areas.

Good question. I always assumed it was because back in the old days, it was considered immoral for a woman to show in between her legs. AKA she can’t show the silhouette of her legs. Maybe I’m wrong.

men wear skirts in Scotland - they call them Kilts but they are dresses. They also wear white panties with a silk screened image of Queen Elizabeth on them as well.

I would say in the past maybe function. Roles for many years were different men vs women. Personally though I don’t really care if men choose to wear something other than pants and obviously most of the world it would seem supports women wearing pants.
