Almost 50 years ago we bought pantsuits, hung the trousers in the back of the closet and wore the tunics as dresses.
The ‘rule of thumb’ was to stand straight, and let your arms fall to your sides. If your fingertips did not reach bare leg, you were good to go...
I was quite comfortable wearing them then. Today I am reduced to terminal blushing at the thought. I can’t ever go back to those cities again.

@GreenFlower I don’t think so. At least not after the first time I measured modesty standing up and later tested it by sitting down.
