This actually looks like it was taken in the 1970s US most likely when those short shorts were the style, women wore lose tops showing too much cleavage leaning forward, and bikini underwear first became a thing and some wore it, most with traditional parents didn't. That would have been in the summer and it looks like what was "normal" at the time, but "I like the way you're thinking!"
