Does she want you to massage her feet with socks on or with socks on? Are her feet clean when you massage them?
I personally do not see anything wrong with this; maybe she just likes to have her feet massaged, and you are there.

I am guessing her feet are a little tired and sore, and she wants them to feel a little better. The lotion and the massage certain will do that for her.

Yes, flip flops are actually pretty bad for feet. Also, if she wears high heels for many hours at a time, they can make the feet tired and sore.
