Consent in daycare

At my son daycare I noticed something very interesting, the other day when I went to pick him up there was a boy around two he tried to put his hand on another girl shoulder and all the teachers started shouting no touching no touching please we don't touch others and the boy was so startled, then they started hugging the girl and saying are you okay, I was confused cause my son was around them I thought he hit someone and they said no that boy put his hand on that girl and it's not allowed,,, I noticed my son's behaviour changed after attending he started asking if he can hug us, he says can I hug you? I was like he never asked permission before since he is only 3 😂, also earlier I told him go to bed turn off to the TV it's getting late and he said "No thank you" 😂, in my days we never touched anything without consent and we didn't have to learn about it, i was in a school full of introvert people kept the personal space.
