On the flip side, should people who's brain have no ability to develop further, have children?

This question is garbage. It plays off of the sentiment that the person being asked the question has the moral authority to answer, and frames bad parenting on young adults having kids. Suppose you answer yes, what does that accomplish? Does it start a dialog? A movement? Does it just make everyone mad at each other while playing off our dopamine kicks for clicks?

Suppose you did have the power to prevent young adults from having kids while still developing, how would you decide that? Science? You get a brain scan every year? If you spend more then 3 seconds thinking about the question, you realize how click bait it is, just to farm engagement. Well farm away, but be warned, these fields are salted.
