To bring matters up when it's calmer or not to? With raising your children to be a certain way?

I've always been told to bring matters up when there's a calm at a later time, but life has taught me that bringing it up can still be explosive too! So when is a teachable moment?

I have always used the mantra Criticize in private and Praise in Public. Normally I try to say something asap unless the child feels humiliated.
