To bring matters up when it's calmer or not to? With raising your children to be a certain way?

I've always been told to bring matters up when there's a calm at a later time, but life has taught me that bringing it up can still be explosive too! So when is a teachable moment?

I was always grateful my father took time out before dealing with me or scolding me so emotions were not so high. Either by sending me to my room or the corner.
