Little sister moving in

I’m needing some advice for my friend. She is in her 20’s but taking in her younger sister who is 14. Her mom lost custody of the sister and the state is giving custody to my friend. She has never parented before and hasn’t lived with her little sister for years. She is concerned about parenting a teen with no experience parenting before and is wondering if it’ll be hard trying to get her to follow rules etc seeing their age gap is only about 10 years. What advice can i give her so she can feel more prepared when it comes to setting up expectations, curfews, setting boundaries, house rules, etc.
