Why are breeders careless and stupid?

I was at a frozen yogurt place and saw a baby walking by himself towards my sister and me and it's a little funny because his sister was trying to get him and I see his mother just busy trying to get her food and stuff then when and my sister were about done getting out yogurt she finally come running deciding to get her kids...that was so careless

@Chickie the daughter probably spends 100% of her time looking after the baby. I have seen an entire culture of parents who expect their 8 year old kids to look after the babies while they drink their faces off
