I have a 15 year old daughter, at what age should she be able to go out with friends to party from 8:00-1:00am?

We just couldn’t bring ourselves to let her go to her first party tonight so she went to her friends house to watch movies instead. I already talked with her friends grandma and it’s been confirmed that yes they are just watching movies tonight. And not sneaking out to the party! Back in the day I used to go to parties since I was 13! But times have changed laws are much stricter and people’s morals are much looser! So how long should I wait to let her go out and party with her friends? At the lake or at a house party

I have a two stage plan that I may revise. Stage one is to let her go when my influence to not let her go becomes ineffective. Stage two is to let her go when she can properly and adequately communicate the risks of parties (ie. drinking, staying up late etc.) and how she is going to control them.
