how to help aged parents help themselves ?

my mother has started declining cognitively the past year. She doesn’t think its anything more than “old age” but she forgets what she’s ordered before the food comes. She will commit to something and not remember (including Dr appts) She bulldozes my dad when he is only trying to help Need a way to hold her to her word
