Is this kid doomed for life?

My 9 yr old brother only eats about 5 different foods, and usually only drinks chocolate milk. He spends every day either sitting around on his iPad or playing PS4. He is disrespectful, lazy, and violent with his words. My parents never tell him to be active or correctly behave himself, and nobody listens to me. Can I or anyone save him?
