Judging harshly much?

I have an older brother who is 21. He says strangers are always telling him rude things and being mean whenever he goes out and buys beer or goes to a bar. So why do people think they can judge others based off their own experiences? My brother is a super nice guy, in fact you can say he's too nice at times. So older people need to quit harrassing him over beer.
