How would you deal with a nearly 2 year old constantly in trouble in church nusery

My mom suggested I take him into service with us but my church frowns on that. They think children should be in their classes and service is for teens and adults

@SweetMae teacher says he and one the other boys were throwing toys at the other kids yesterday. And last week he bit another kid. He was fine til she took over beginning of September. So it maybe the teacher
