It does depend on the person and the situation. My brother was this person and my parents didn't care and it wasn't until he knocked up his now wife he managed to get his shit sort of together. For him, he was just lazy & did not want to work or go to school. He was perfectly content with getting high and drunk and binge-watching TV or playing video games.
I also have an extended family member who even now in her 50s can't hold down a job, she does not have a home of her own, and she couch surfs until she wears out her welcome. She has a history of mental illness but refuses to be med-compliant. We do our best as her family, but its never easy.
