What ages do children?

Start to talk?
Crawl?
Walk?
Stopping needing a nappy?

I'm curious because my neighbours son is nearly 3 and although he walks, he's still in a pram most the time I see him, he seems to only make sounds and is often seen in his nappy.
I don't have kids and I'm an only child.

I'm concerned about him as he often cries early on the morning and sounds incredibly distressed so much so they play prayer chanting loudly to drone him out.

Unless he is painfully shy, he should be a little chatterbox at that age, for sure.

@Dicey he on 2 occasions has come to my front door, I'm not sure if by mistake or just lost. But I had to pick him up and take him back down to his parents home.

@Mellowgirl Hmmm. I think he should be walking too, but children at that age still get carried often too.
