If, in lieu of jail time, adults knew that they were going to be whipped publicly (the amount of lashes to be prescribed by a judge and the law) for their crimes...I suspect adults, like kids, would toe the line and stop doing stupid things.

But as for one adult deciding another needs punishment and the other wants the punishment, that is sadomasochism and a Dom/Sub relationship that is very intellectually sexual.
