The Heritage Foundation advocates for policies to increase the U.S. birth rate, calling it a "Manhattan Project to restore the nuclear family" as part of Project 2025. Of course this is only for heterosexual couples. Money for this would be stripped from Headstart.

@Penny Other countries are using a carrot and stick approach. In Russia each woman is now required to have at least three children by a certain age. Not sure what happens to women that cannot have kids.
