It’s very reasonable, in my opinion.
I’m lucky in that the only person in my immediate family who uses FaceBook is my middle sister, and she agreed not to take any pics of me when she had her party last year. And according to the other relatives, she didn’t. My best friends don’t use Facebook, so at least with them, too, it hasn’t been a problem.
I stopped socializing with some work acquaintances who weren’t willing to honor my request. It’s amazing how many people don’t realize how much is revealed with candid photographs, and how much privacy can be compromised.

It is my rule too and I’ve had family members respond poorly to it as well. Or act like I am the weird one.
There are plenty of good reasons to not share too much about yourself online. Or want it shared by others.

I think a very reasonable request. They are being very un-reasonable to imagine they can publish photographs of you without your permission, nor apparently any just reason.

I've banned my family from putting me on social media. I don't have facebook for a reason. They're being selfish.

Ask your family to unfriend that guy, that is the first thing you should do. Make sure they do it.
