Is this Narcissistic behaviour?

There's now a few in my family now:

Jealousy, they don't like giving compliments or congratulating their own family.

Remember that narcissism isn't recognized in any scientific or medical sense. It's a broad concept. If you feel that you're around people with narcissistic habits, it's worth exploring.

Not necessarily, they’re probably just unhappy. Narcissists are mean, play wicked mind games and put people down often with undercutting “compliments”

It's certainly usually a part of it..
