Lying starts at 2-3 years old when a toddler imagines that saying what he/she wants to be true makes it so. For instance, "No, I didn't," when the evidence is right there and there's no other possible cause. If she/he can't or doesn't do this, it's a sign of intellectual disability. A sensible parent would get seriously worried and seek help.
If a child hasn't learned to lie convincingly by four years, pediatricians and neurologists will test for deficits in brain development.
Lying is a human trait; it depends on the ability to imagine that which is not, and then present a facade that makes it (at least superficially) plausible.
If we couldn't imagine what isn't so, we'd be incapable of inventing a wheel, a pot, a pipe, etc. We'd be living on equal terms with all other animals.
A more important question is why more people are not alert to the potential for lies and allow themselves to be fooled.
Another is why we are so often polite when we know someone is lying and we don't call them on it by presenting the evidence.
