Depends on a few things. And I suspect one of those things is your reputation set by the algorithm.

I remember you had a issue with liking comments. It's the same "reputation" thing. Except on reporting, which I have no link to give you on that.

EVERYTHING on this site revolves around the reputation, set by the algorithm though. Reports are just another thing that reputation affects.
