how do you handle a mentally disturbed neighbour living below you

i've lived in this block of flats 20 years, and this neighbour, moved in below me just a year ago, a middle aged scruffy woman, i am a good tenant and mind my own business...but this neighbour from time to time makes weird shouting noises, like she hasn't taken her meds...and she bangs the walls, her ceiling repeatedly very loudly....and it disturbs my peace and quiet and i find it annoying too...other than that she doesn't cause any other problems.

myself i deal with psychological problems, but i'm not mentally disturbed like she behaves....as a quiet person who minds his own business, how do you deal with a neighbour like this living below you?

Maybe your floor is thin and she wants you to be more respectful. A thin floor acts as a sounding board: greatly increasing the noise of impacts and mechanical hums. Try wearing cushioned slippers and isolating fans etc.

@AnnaWasHere i am respectful, in the 20 years i've lived here i've never had any complaints from any other neighbours, like i said, i mind my own business and are a good tenant.

@durinsBane1983 What kind of dwelling is it? Three story apartment buildings are notorious for sound problems. Top floor people are unaware of how annoying they are.
