When companies come out with new flavors

Who inspires some of these flavors that they come out with? Are they asking fans for ideas? Or is there like a committee of people in the company who sit around a table who comes up with it? Or are they asking crackheads on the street?

I'm starting to think the latter. It's still a mystery to me how those ideas get approved by everyone in the process though.
