People can be amazingly stubborn. Think of all the people advised to evacuate because of a deadly storm approaching, and they insist, "This is my home. I can't leave it."
For some who've lived in one place for many years, they're so attached to that place, to their sense of a home or a community there, losing their house can only mean rebuilding it. If they planned ahead enough, their home insurance will have paid the cost for rebuilding.

im on ur side seems dumb to me, but if FEMA pays for it would you deny them?

@exchrist the stress of possibly dying, finding a temporary place to live if I survive, and having to turn a new house into a home again would be enough reason to avoid that, even if I turned a profit doing so, let alone getting merely most of the costs paid for by someone else.
