That sort of language already shows the speaker/writer likely is making overly-broad statements, the kind which are intended to "other", judge, condemn those not meeting the criterion/-a set forth, and bolster, promote, bless those who do (presumably including the originator).
Unless someone is simply stating a definition (e.g., the universal affirmative of logic: "all mammals are animals"), the broad brush statements are typically ones where a counterexample can be found, often readily.
