Is he still guilty ?

They are still liable for what they did when working, even after they retire...at least until the statute of limitations expires.

Turns out if you get FIRED you can't get in trouble for what you did on the job. Just science.
doctors carry tail insurance policies which cover them after they retire to protect themselves
