Never lose hope. If they need to be jailed and taken to the hospital, do it! Tough love.
I knew someone who was regularly being pushed into rehab on some of their close friends' money. They would save up for him as he was abandoned. Any effort can help.
Despite the support, I would advise you to keep them physically at bay if possible. Not because they're a bad person, but because drugs transform one into someone they're not, and safety comes first.
