Covering their ass.
In most business or retail environments, only supervisory or management staff can openly have nothing to do. If an underling has finished their work and sits idle, management will declare that they are unnecessary, get rid of them, then spread their workload onto other employees. They will then tell the complaining employees who are vocal about the extra workload (but no extra time to get it done), "If you don't like it you can leave".
