No. Observation suggests that only a tiny minority of women wear skirts and an even smaller minority of men.
Very often when I go walking around town dressed in a skirt I don't see another person of either sex (or any gender) wearing one over a period of several hours.
So my conclusion is that as far as everyday wear is concerned skirts are principally worn by male to female crossdressers.
Unfortunately the sample size is a bit small, just me. To paraphrase Little Britain: I'm the only CD in town. At least it looks that way. The American phrase your mileage may vary comes to mind.
