It's an interesting question, and I have no answer, just more questions ... Who determines what or who is evil and by what measure?
Is it karma it just coincidence...karma implies some cosmic tally book, and who runs that?

@ozgirl512 There is no such thing as coincidence, for very obvious reasons.
As for determining what is evil, that should be self-explanatory. Hitler was evil, wasn't he? Need I say more?

@NankerPhelge sorry, but too simplistic .. Hitler was evil by our judgement, but not his own.. That alone tells you there is no universal definition of evil

@ozgirl512 I think we are both beginning to stray a little from the original question. One who deliberately hurts innocent people out of pure hatred is still evil, and I guessed the original question was asking "Why should I have remorse whenever an evil person who deliberately hurts innocent people out of pure hatred finally gets karma?". I trust this has clarified the issue.
