Is this their cooling behavior?

@SomeMichGuy No. That's an anhinga or "water turkey". Their feathers don't repel water like a duck's, so after they dive for food, they have to dry their wings.

They don't float, so they swim with just their necks and heads above water. Some people call them "snakebirds."
