Why do Americans dress up as weird shit at Halloween? Ghosts, vampires witches is fine. But why hamburgers, Ronald Regan, pikachu and Xmas trees?

Based on observation alone, it would appear that we passed some sort of legislation that all women must dress up like sluts for Halloween.
