better public transportation than the USA
a more stable political environment
less religion / less religious influence in politics
better healthcare system
more focus on not being monolingual
lower violence / much less gun violence
better concept of work life balance
much bigger focus on cultural on every level (work, recreation ect)

Most Americans who might think so, really are thinking about the southern parts of France. Like: Nice, Marseille and the Riviera. Of course add Paris to that.
