Well, no-one is doing that if they have any sense (that would be artificial inflation) but paying for it has to come from somewhere.
So where?
Either taxes or very serious investors who might not even be in your - or my - own country so are not exactly helping our own economies when the operating profits go back to them.
The jargon word is "inward [sic] investment" but I regard that as disguising what it really does - extracts a lot of money from the "inward" country.
