How many times should a teacher discipline a student for one offense

My son got punched in the stomach by another student and was caught punching the other kid in the back. He was disciplined while the other kid wasnt. Then today he wasn't allowed to go swimming and had to spend the whole day in the chapel for what he did the other day.

I know mistakes can happen but as a parent that would make me angry. But maybe its a case where your mind is better ruling your emotions. I can remember something similar happening me as a kid and being made fun of by the teacher after my mother complained .
