In Cuba, under Fidel, no one paid for education to degree level, should this be a global factor for improvement?

Should all governments seeking to progress socially and economically seriously follow the Cuban pattern if investment in the Young?

I personally believe so. They are very educated and managed to stay afloat despite the world turning their back on them.
