How do you prove whether or not a black history course is educationally effective or relevant?

By the numbers of students who sign up for it.
The word gets around from others who've already done it.

Universities send out an evaluation questionnaire near the end of every course.
Students reply on the content, resources, assignments, and the lecturer's and tutor's clarity and effectiveness.
