What does "who is is it" mean? Why the duplicate "is"?

What it is, is that a lot of people in the far-norther part of the US use that in their speaking.

@Moodswings IDK. I think it's more common to hear that particular speech mannerism in North Dakota or Minnesota. But I know they can include that in the way they talk.
