I will spell it "re" when it is pronounced "rē". As long it's pronounced "ər", I'm spelling it "er". The same goes for "ss" vs "zuh", and superfluous "u"s. And all ending single consonants following a short vowel will be doubled before adding any suffixes that start with vowels, to maintain proper form for short vowel sounds.
